  I have also enclosed a copy of our "Public Comments Review Tool" which shows 
summaries of the comments received and the PDP-WT's discussion of those items 
and where we came out on those issues.  I just realized the announcement did 
not link to these docs.  Perhaps we can add those?

With respect to your question on the existing threshold to approve a request 
for an issue report, the PDP-WT came to the conclusion that other than the 
clarification you cite below, we did not want to change any of the existing 
thresholds at this point in time as we felt like this should be addressed as 
part of the overall functioning of the GNSO during its next scheduled review.  
Although certain members of the group had their own opinions as to whether 
these should be changed, the group ultimately felt like there was just not 
enough data on PDPs commenced under the new structure to make a good assessment 
as to whether they needed to be changed.  We added a couple of thresholds to 
cover things that were not previously addressed (like approval of a charter - 
which technically is not required now).

Jeff,

In anticipation of our discussions on this during our meeting, I have a 
question which I missed the first time I read this report, before it was 
amended to take into account the latest comment period.

I see the group recommends that the definition of a GNSO Supermajority be 
changed to include what the group calls "the original meaning of a GNSO 
Supermajority". I was wondering if the group had also considered changing the 
voting requirements to approve a request for an issues report, which currently 
has a 25% threshold, the lowest threshold we have?

Also, can you tell me if a redline of the latest report exists, showing the 
changes made in response to the latest batch of comments received? That would 
be of help in understanding the changes the group has seen fit to make as a 
result of the comments.

Once again, congratulations to both the PPSC, the PDP-WT and their respective 
Staff support for the quality of this work.

period.  Please keep in mind that we have just completed a public comment 
period on the Proposed Final Report during the San Francisco meeting, but have 
made a couple of changes that we believe should be reviewed by the community in 
response to previous comments.  In addition, given the significance of the 
proposed changes, another comment period is probably a good idea.

The goal would be to vote on the recommendations themselves during our July 
meeting.
