All,
Following up on the discussion started by Stephane, with respect to the RAP
motion, it seems as though we have two, and possibly three, distinct concepts
that must be voted on by the Council on Thursday. To further complicate the
matters, each of these have separate thresholds.
Therefore, in order to vote on these appropriately, I am making a friendly
amendment to divide up the motion into sub-parts so that each motion can be
considered with the appropriate threshold (e.g., to initiate a PDP has a
different threshold than requesting an issues report, which also may have a
different threshold than just an ordinary council action (like asking staff to
draft letters).
Please accept this as a friendly amendment to the process.
