Note the following announcement posted on ICANN's site yesterday:
Community Comment Invited on Proposed Bylaw Amendments Related to
Restructuring of the GNSO Council at

htm> .  The comment period runs through 29 July 2009 (30 days).
 
Also note that the proposed amendments include 'additional draft Staff
recommendations'  beyond the changes proposed by the 'GNSO Council
Restructure Drafting Team':  "The package consists of three documents.
The first document is a comparison document

Bylaws and comparing them to the amendments proposed by the GNSO Council
deliberations so far. The second document is a clean version

like if those amendments were approved. The third document is a Staff
list of additional amendment components

discussion at the ICANN Sydney meeting and suggestions from the Board's
Structural Improvements Committee."
 
Regarding the two open issues in the Bylaw amendments: 

*       "The appointment of the additional three seats beyond the three
seats currently allocated to the Non-Commercial Users Constituency are
initially to be determined in accordance with the NCSG charter, which
grants the Board the right to appoint individuals representing
additional non-commercial interests."
*       For Board seats 13 and 14, the following was inserted in the
proposed amendments: "placeholder regarding manner of selection - TBD by
Board".
