[council] Plethora of motions

Hi,

I have added the recent rash of motions to the list - I think/hope I  
got them all in their latest versions.
1. not all of them have seconds, some have not even actually been moved.

2. I am hoping that some of them, can be combined or even dropped in  
consideration of some of the other motions.
