It is clear to me that the principles adopted by the GNSO are vital to ensure
that the workings, output and implementation of mechanisms for resolution for
uncertainty in the relationship of countries or territories to regions of the
WG should adhere to the views of the GNSO Council in these Principles and shall
advocate the same if elected to represent the GNSO within the WG.
It is also clear to me that the problems relating to both the current
definition, the representation and participation issues (not to mention the
anomalies and complexities created by the current definition and regions) have
a serious impact upon not just the ccNSO but throughout the ICANN structure.
The impact this has on the challenges to infuse diversity and enable
representation and participation to what are now growing economic regions of
the world which may conflict in terms of proportion with the current ICANN
Regions are extremely relevant, particularly in the context of the various new
challenges faced by ICANN including Restructuring, improvement in Board
Governance, new gTLDs (especially those that might have geographic
connections), Internationalisation of ICANN, Measures against Capture etc.
Hence, decisions taken in the WG will have an impact not only throughout the
entire ICANN Community and Structure but also impact several important policy
and operational issues. It is vital that all these are considered by the WG
vigorously in arriving at its recommendations and outcomes.
The reality of the growing and changing densities of business interests, user
groups and the technical community in several regions will need to be taken
into account by the WG and ensure that improvements in both representation and
participation of the latter are addressed in any recommendation or outcome.
The WG should also ensure that mechanisms for review allow for changes in the
definition and regions with regularity to keep up with the reality of the
changes in these densities.
