I was actually thinking of something simpler.  For example:
 
Hypotheses

1.      
        There are a significant number of misuse cases involve receipt
of unwanted email (spam).
2.      
        Modifications to WHOIS would be useful in deterring spam and
other such illegal or undesirable activities.
3.      
        Most use of WHOIS to facilitate illegal or undesirable
activities is traceable to data mining over port 43.
4.      
        There are abuses of public display of Whois.
5.      
        Registrants are validly consenting in a verifiable and
enforceable manner to the submission of their personal information in
WHOIS records and their consent could be valid if modifications were
made to registrars' processes.
6.      
        ccTLD WHOIS policies reflect national data protection laws and
priorities.
7.      
        National data protection laws are in conflict with the
requirement to publicly display Whois data.
8.      
        Registrars comply with RAA Whois requirements.
9.      
        etc.

        All, as discussed in today's meeting, attached please find an
abbreviated summary of WHOIS study suggestions which includes each
hypothesis (excluding the GAC suggestions) but excludes the staff
commentary provided in the earlier version.  Unfortunately the summary
is still 6 pages long - but easier to navigate than the original 12-page
document.  Please let me know if you have any questions.
