Tom,
I believe the intent is to rotate the times between 12:00 UTC and 19:00 UTC so
that Councilors from one region are not always having to participate at very
undesirable times.

Hi,
After some more discussion on meetings, and partially due to the schedule we
set collided with May 1, which for many is a holiday, the schedule of meetings
is suggested as follows:
28 Feb - Informal meeting with Rita prior to voting which begins on 29 Feb.
6 March - regular council meeting
27 March- regular council meeting
17 April- regular council meeting
8 May- regular council meeting
29 May- regular council meeting
I also believe we will need to schedule a fair number of other meetings for
Drafting Teams, Improvement implementation teams, new gTLD clarification
efforts, WGs, etc - but that will be done later.
