[council] Revised Final Draft of GNSO Response to ccNSO/GAC Issues Paper on IDN ccTLDs

To facilitate our detailed discussions on Sunday morning in New Delhi
and Council review of the full document in advance, I created the
attached revised version of the Final Draft of GNSO Response to
ccNSO/GAC Issues Paper on IDN ccTLDs.  No content was changed.  All I
did was insert references in the Executive Summary that show where in
the main body of the document each of the Executive Summary items are
further discussed.
 
I have asked Glen to distribute a PDF version of this to meet the needs
of those who prefer that format.
 
As requested in our meeting this past Thursday, please thoroughly review
this document prior to our weekend working sessions.
