Can we be a little more professional please ?

The existence of a past mail listing is mostly irrelevant to a future one.
Setting up a new list is trivially easy.

Step 1
Identify need / purpose / audience / timeline

Step 2 
Specify rules if any

Step 3
Invite proposed audience to opt in.
