On votes like this, do constituencies always mandate the voting of
the representatives, or do they ever leave it open for the
representative to voter her or his preference, e.g. was the vote for
seat 13, by constituency or by council member? Are there occasions
where a constituency is split on candidates? what happens in those
cases - due they do a mandated split of the vote, i.e. reps a, b vote
for x and repc vote for y?
