Could you please distribute this to your constituencies for discussion at the Wellington meetings?</SPAN></DIV><DIV><BR class="khtml-block-placeholder"></DIV><DIV><SPAN class="Apple-style-span">These two documents will form the basis of the discussion at the two days of meetings on 25 & 26 March in Wellington.
