[council] Time Adjustment to proposed GNSO Council meeting in Washington DC

Dear Council Members,

Based on Councilors' feedback  about times  they can commit to, so as to 
ensure quorum for the proposed GNSO Council meeting on Friday 24 
February, 2006, I am proposing an adjustment in the time for the GNSO 
Council meeting to 4:30pm (16:00) EST instead of 6:00pm (18:00).
The new proposed time would then correspond to the following times:
