Actually that text is straight out of the bylaws.
See: Article IV, Section 4, clause 1.
It is just standard text that applies as the goal for reviews of all
parts of ICANN.
To make clear that the GNSO is not being singled out in some way,
perhaps a short sentence in front could say:
As for all reviews of ICANN structures required by Article IV, Section
4, clause 1 of the bylaws, the GNSO review is .....
