Hello Marilyn,
The staff are preparing a paper for the Board meeting in Luxembourg on
the external review of the GNSO Council undertaken last year.
Although the Board approved a change to the bylaws that related to the
number of representatives per constituency on the GNSO Council at its
meeting in Mar Del Plata, the Board has yet to consider the external
reviewers report in total.
I would prefer a dialogue between the Board and the Council on this
report. The Council reports directly through to the Board.
I believe the Board should review the recommendations and communicate to
the Council which recommendations it believes should be implemented - or
even better, which recommendations should be prioritised.
With respect to the recommendations that are endorsed or prioritised by
the Board, I think the Council can report on progress within an annual
report. The resourcing to work on the recommendations will need to
part of ICANN's operational plan.
I agree with your suggestions for additional material in the annual
report.
We do need to look forward 1 year (operational plan) and 3 years
(strategic plan), and also look a relationships with the other SO's.
