[registrars] Abusing "Abuse"

Having represented one of the unidentified persons in the ICANN recitation
of Registerfly compliance issues, I am surprised at how many
previously-unknown issues appear to have arisen through failure to enforce
the existing RAA.

It looks as if Network Solutions was purchased just in the nick of time:

    It is possible for companies to 'avoid' accreditation application
process by buying a registrar. How can abuse of this loophole be stopped?

When did abuse of this "loophole" start?

Can you imagine the level of abuse which would have occurred if the recently
proposed public stock offering of a registrar had not been cancelled? Why,
possibly millions of people would have been actively trading ownership
shares in an accredited registrar on a daily basis.

The mind staggers at the various entities which can own something
(individuals, partnerships, trusts, private and public corporations, LLC's,
governments) and the number of ways that ownership of something can be
transferred (sale, settlement, garnishment, court order, inheritance,
barter, gift).  The permutations are enormous.  

I suppose that a rapid consensus could be had on barring continued
accreditation being offered to a registrar obtained by the ex-spouse of an
individually-owned registrar by way of a divorce decree, but some of the
other possibilities will require further study.

By the way, who owns the .pro registry this week?
