I found this is in the FAQ:

Transferring a domain name

You can transfer and use a domain name that you already have registered,
whether or not you have built a Web site on it. 
Click Transfer on the Choose a domain name page.
Type your domain name.
If your domain is locked at your current registrar, you need to contact that
registrar and unlock it so that it can be transferred.
Your current registrar will send you an e-mail at the e-mail address you
have on record to authorize the transfer. If that e-mail address is not
current, you need to contact the registrar and update it.
Note  If you have acquired a domain through Yahoo or MSN, your registrar is
Melbourne IT.

Melbourne IT, our domain name registrar, also will send you an e-mail to
authorize its transfer of your domain name. Follow the instructions in the
e-mail to authorize and transfer your domain.
Domain transfers can take several days. Responding to authorization e-mails
as soon as you receive them will help the process move more quickly. While
you wait for the transfer to take effect, you can proceed to Member Center
and begin work on your new Web site.

Note  If your domain name ends in .org, contact your current registrar or
check your records for your authorization code. The code is between 6 and 16
characters.

Does anyone know the registrar Microsoft has contracted to sponsor with?

We've had a few lock status inquires and I see no information  
on their site or in the FAQs.
