Late yesterday evening ICANN staff released the Preliminary Report discussing the findings of Whois Task Forces 1, 2 & 3.

ICANN's bylaws require the creation of this report in order to provide a basis for further discussion of what elements of the recommendations have super-majority, or majority support of the task forces. Based on these discussions, a final report will be prepared and issued for public comment and forwarded to the GNSO Council for further consideration.

In order to better inform myself regarding the work of the task forces, I have conducted an analysis of the recommendations (attached) from the perspective of whether or not the task force recommendations actually answered the questions posed by the original terms of reference or not.

The 75 page document makes many recommendations, but as you will see from the attached analysis, very few of these recommendations actually answer the original questions posed.

As a member of these task forces and as one of your GNSO Council representatives, I would like to hear your input regarding what next steps might be appropriate. I have a few ideas myself, but I'll keep them to myself for the short-term in order to get a cleaner commentary from the membership of the constituency.

Please feel free to share your ideas on this list, via email directly or via telephone. I'm not leaving for Argentina until later this week and will have some extra time to discuss these important matters with you.

Additionally, if you notice any deficiencies or discrepancies with the analysis, please let me know. My prep time was extremely limited and I may have missed some important elements that should be included.
