[registrars] Improper Balloting

Tim,

I believe the ballot for Chair is structured improperly according to our 
bylaws and a previous ballot.

On Aug 1, 2003, the Constituency held a vote as to how and when voting results 
should be displayed.  You can see the results at

The result was that individual voting results would be published in real time 
during the entire voting period.

However, on the new Chair ballot presented, I notice that the ballot and 
voting procedure is not adhering to this standard, namely that the results of 
the individual votes are being with-held until after the close of the auction.

Can you please fix this, so we are in line with our rules on procedure.  I 
realize that technically you may need to withdraw the ballot, and re-start it, 
but I believe it is always best to be in line with our rules and regulations.
