A progress report on Transfer implementation sounds Okay, but should that
be Ross or the ICANN Staff who could also address, at least briefly, the
other two consensus policies still hanging out there on Whois and Deletes?

If I were to present, here's the text of the powerpoint slides I would use:

1. Transfer policy is completed and will be ready March 30, 2004 unless there are unforseen delays.
2. There were unforseen delays.
3. We don't know when ICANN will be implementing the policy.

At this point, I'd prefer to hear solid details that outline exactly when we can expect all of the policies that are hanging out there. We don't need more powerpoint slides from me. :-)
