Rob - thank you for your nomination.  I will accept, and likewise nominate you, Tim and Brian.  

My statement:

I have served 2 years on the budget committee.  I have participated on every call and in every meeting.  I believe such diligence is very important in any process, but particularly in analyzing and advising on the budget because of the many details and nuances involved.  I have striven to represent the registrars views well, to brief registrars on budget discussions in a timely manner and explain the details and organize our response.  Particularly this year when ICANN is supposed to be changing its ways with regard to the budget and fees, I believe that the continuity I provide is important.  Moreover, I am in a good position to present our concerns to the Department of Commerce and the US Congress, both of which would have an important impact on ICANN if we do not see an improvement.

My disclosure:

I am director of policy and business development at Register.com.  I do not have today, nor have I had during the preceding year a role in RegistryPro, Register.com's registry.  I do have policy responsibilities toward our second registrar, Register.com Europe.  I am not aware of any conflicts of interest in my role.

The election process (with applicable dates):

1)	Each candidate must have 2 supporters (or one supporter and one endorser)

2)	The nominee must accept and file a disclosure of any conflicts of interest.

3)	The Constituency Secretary (Bob Connelly) will publish the motion and call for discussion immediately or at latest within 48 hours of receiving the first nomination.
	By December 18, 2003

4)	Discussion of the elections will be held open on the Constituency list for 14 days.  Through January 2, 2004 (because January 1 is a holiday in most countries.)

5)	During this time, other candidates may be nominated by 2 people, and must accept to be eligible. 

6)	The ballot will be published by January 6. 

7)	The ballot will remain for inspection and possible amendment for 48 hours prior to the vote. Until January 8

8)	The ballot will allow for a vote on each of the nominees.

9)	The vote will be open for 7 days.  Through January 15

11)	The candidate with the greatest number of votes cast will be declared the winner.

13) All Members that have registered to vote to the call for the vote (January 8) will be eligible to vote on the ballot.

I would like to nominate a few people to the budget committee:  Elana
Broitman, Brian Cute and Tim Ruiz.

To my knowledge, all three have shown an interest in the budget discussions
in the past, and I think they would make excelent reps on this committee.

I know in the past we have typically tried to have a Registrar rep from a
large, medium and small Registrar, and I realize that these are all three
large Registrars, but I want to nominate them anyway, as I think they would
all be great (and who knows, we may not have many other nominations from
small or medium sized Registrars).

I have no idea if they will accept the nominations, but I would encourage
them to, as the budget is a serious matter that effects us all and often
gets overlooked.

All - per the attached note, we need to elect 3 representatives to this
year's Budget Advisory Committee.  Last year's representatives were:

Rick Wesson [Alice's Registry - Accredited Registrars]

As soon as someone is nominated, we can begin the election process.  I would
encourage people to consider running for these positions, particularly if
you have the time to devote staying on tope of the budget process and
scrutinizing the draft budget.  This is the year to see ICANN make a real
change, so it is a critical time to be involved.

The budget process for ICANN's 2004-2005 budget is beginning, and as you
know, one of the important components of this process is the feedback which
we receive from the constituencies.   Paul Twomey has asked me to contact

the CEO on issues affecting ICANN's budget.  Please forward to me the names
