As promised I attach a draft final report. This is the document we will use
at our KL meeting July 20.

It contains changes based on the latest comments received at the close of
public comments yesterday.
As previously agreed it does not stray into overly technical detail nor into
detail best left to the RFP itself.

I look forward to your comments by e-mail (if you will not be in KL) or in
person (if you will be in KL).
