[ispcp] DRAFT: ISPCP comments on ICANN SSR Remit

a gaggle of us have been working on this draft comment (due on June 16th) about a draft version of ICANN's remit as it pertains to the security, stability and reliability of the name and number systems.  please give this a read and let me know your thoughts, there's still time to drive changes into the draft.
