Subject: Joint White Paper on new gTLDs v5

Progress on joint white paper on new gTLDs

As promised in Argentina, I attach what I hope is the final version of our
joint white paper on domain names.
This version contains a new section on competition and several other edits
and updates from the previous version following input from all
constituencies including more detail on IDNs.

Please put it through your constituency approval process (if your rules
require this) and let me have your constituency formal approval at the
latest May 13.
That allows 25 days from today for an approval process to take place.

Philip
