	The ISPCP Constitiuency welcomes the revised strategic plan published in
	March 2005.  We especially appreciate the effort of ICANN staff to revise
	the report in short timeframes.  Those timeframes have made it very
	difficult for any constituency to consider, reflect and respond to the new
	draft.  We join with those other constituencies who have noted with concern
	the publishing of important documents in the days just prior to ICANN
	meetings.
	
	Our constituency also believes that it is very difficult to make contructive
	comments about the strategic plan in the absence of a matching operational
	plan.  We look forward to the public distribution of the operational plan
	and budget for the current year.  When that moment comes we, and the ICANN
	community, will be in a much better position to provide constructive input
	to the strategic planning process.
	
	In the meantime, we will actively participate in the community process that
	will define the mechanisms for building future strategic and operational
	plans.
