it is difficult to explain that in some countries there may be Internet (e.g. e-mail), but not very wide spread web access, for a number of reasons; some of them will be discussed at the IGF in Rio, namely affordability of access. People in the North/West take [high-speed] access for granted. People in the US think that 3-5 Mbps is high-speed, because that's what they get via the DSL/cable. People in much poorer Bulgaria consider 100 Mbps normal, and some even complain it's slow...
Yet, the functioning of a ccTLD some think, is defined by the web site... How much sorrow is there in the world..., as one of the characters from the Bulgarian literature is famously quoted.
