Danny and all,

  Yes, ICANN essentially bought  the ALAC/At-Large.  Now
doesn't that seem at least a little illegitimate?  If an At-Large
cannot fund itself, it cannot reasonable be representative
of users.  It can only be representative of users which
ICANN owns.
