This is my first posting to the list. I have some questions about the qualifications to be an icann registrar.
Can someone who has been banned for life by the US Federal Trade Commission own and operate an icann registrar?
I ask because this news:

is about the a person called Elliot Krasnow who just acquired this icann registrar:

Doesn't icann perform a background check on new registrars?
