I saw your recently posted email on the GA list
(http://gnso.icann.org/mailing-lists/archives/ga/msg06395.html).
Here is a quick response:

Registry Failover ? the project team provided an
update to the ICANN Board on 13 March
(http://www.icann.org/minutes/prelim-report-13mar07.htm),
posted the first document in the review of ICANN?s
gTLD registry data escrow requirements on 5 March
(http://www.icann.org/announcements/announcement-05mar07.htm),
and continued discussions with gTLD registries, ccTLD
managers, SSAC, the ccNSO and others throughout the
ICANN meeting in Lisbon. This project is on track. 
 
The line item you reference on ?establish
infrastructure to support timely implementation of
consensus policy? is for the implementation of the
process for new registry services, including the
creation of the Registry Services Technical Evaluation
Panel. This process is open and available at
http://www.icann.org/registries/rsep/. The RSTEP
reviewed two requests in 2006, one from Tralliance for
a wildcard in .TRAVEL and one from GNR for the limited
release of two character names. 
 
As for the other line items you reference, I suggest
that you continue to follow developments to see what
happens by the end of the fiscal year. There has been
quite a bit of work on registrar data escrow, the
registrars know this. During the Lisbon meeting the
Board directed that a report on escrow compliance be
published before the San Juan meeting. This means that
registrar data escrow will be addressed in within the
budget timeframe.
