Neustar and Afilias registry contracts, both registry
operators are within the period of time during which
their contract should have been extended."

Take a breath and read the next sentence in 5.2.
The next sentence in 5.2 states: "The Renewal
Proposal shall contain a detailed report of the
Registry Operator's operation of the Registry TLD and
include a description of any additional Registry
Services, proposed improvements to Registry Services,
or changes in price or other terms of service."
That "detailed report" has never been submitted by the
operators of the .biz and .info registries. No one is
singling out these operators for disparate treatment.
The fact is that they have not honored their
obligations under the current contract with respect to
"subsequent procedure" even after having graciously
been given a six-month extension via Board resolution
06.02.
If they can't be trusted to honor current agreements,
why then should we trust them to honor future
agreements?
