Please forward this response to Clement (sorry, I
can't find his email address) and to the ALAC -- I
will try to refrain from further commentary until such
time as your committee reaches a decision pursuant to
my appeal).

Clement and members of the ALAC,

I and others in the At-Large community support the
conclusions reached by the At-Large Study Committee
which called for the establishment of a Supporting
Organization for the At-Large.  I support their
recommendation to populate one-third of the ICANN
Board with At-Large directors.

I differ with the ALSC only on methodology.  Instead
of global elections I have proposed the following
(which resides on your At-Large Forum):

1.  Supporting Organizations are ICANN Structures that
through a Council elect representatives to the ICANN
Board.

2.  Supporting Organizations Councils are populated by
distinct groups (in the GNSO those distinct groups are
the six Constituencies).

3.  The At-Large Study Committee, having found broad
support, recommended the creation of a Supporting
Organization for the At-Large (the ALSO).

4.  The ALSO and its Council can be populated by
distinct groups.  Those distinct groups would be the
certified at-large structures and an all-inclusive
Assembly for non-affiliated individuals).

5.  The distinct groups of the ALSO through their
Council can elect representatives to the Board just as
the GNSO constituencies through their Council elect
representatives to the ICANN Board.

6.  The At-Large Study Committee recommended that one
third of the Board be populated by the At-Large (five
out of fifteen Board members).

7.  The ALSO will have a five regions structure.  Each
region will elect a representative to the Board.

This basic proposal offers an indirect election
methodology as a path forward -- the same path that is
used by other Supporting Organizations -- this serves
to answer the Board's concern over the feasibility of
global elections.

The decision that ICANN, in its wisdom, took to
establish an advisory committee can certainly be
revisited -- we are, after all, an evolving
institution that is on the verge of conducting the
ALAC Review as mandated by the bylaws.  

This is an appropriate time to examine structural and
operational modalities.

All I am asking for is a joint discussion between ALAC
and the balance of the At-Large community that will be
facilitated by the same type of mailing/dicussion list
that your committee currently utilizes.  

I believe that ALAC structures will fit well into a
Supporting Organization environment, and such an
environment with the prospect of electing directors to
the Board -- will spur ALS growth to the satisfaction
of both the Committee and the Board.
