For the past 12 hours or so:

reads:

 "Forbidden - You don't have permission to access

to that page, so I'm wondering what's going on....perhaps too many
people are against the proposed settlement?? Other parts of the site
forum subdomain work fine, e.g. 

http://forum.icann.org/wildcard-comments/
