Jamie and all,

Yes in some ways this is strange indeed.  Yet it has been known that
the ISOC is short on funding.  However as they did away with individual
membership the ISOC's creditability as a representative or any but a
tiny fragment of stakeholders/users would in part explain it's difficulty

as a non profit organization to garner donations sufficient enough to
be self sustaining.

Hence perhaps there is an effort afoot to aid the ISOC in addressing
it's funding efforts in similar fashion as ICANN has done with "Fees"
and "Fee structure" for domain registration regarding the Verisign
settlement.
