Richard and all former DNSO GA members or other interested
stakeholders/users,

  Remember Richard, ICANN has no real authority.  It agreements are
not truly legally enforceable.  The ICANN BoD and staff have
historically
shown a inability to enforce it registry/registrar agreements.
