Why did Erick post it here with such comments.
There is bitter endfighting over this I believe.
What is Ericks official title?
Who is he opposing in the working of this draft? And why?

WORKING PAPERS
The papers below are the first of a series of 'draft working papers' 
prepared by WGIG members, reflecting the preliminary findings of various 
drafting teams. They have been subject to review by all WGIG members, but 
they do not necessarily present a consensus position nor do they contain 
agreed language accepted by every member. The purpose of the drafts is to 
provide a basis for the ongoing work of the group. They are therefore not 
to be seen as chapters of the final WGIG report, but rather as raw material 
that will be used when drafting the report. The draft working papers have 
been published here for public comment, so they will evolve, taking into 
account input from governments and stakeholders. Additional draft working 
papers will be made available in this section.

Comments
Governments and all stakeholders are invited to comment on these papers, 
preferably by making use of this template. Due consideration will be given 
to all comments, but use of the template will facilitate processing 
feedback. All comments received from governments and WSIS accredited 
entities by 11 February 1200 hours GMT will be posted on this website. 
Comments by other entities or individuals will also be posted, provided 
they are relevant to the issues under discussion.
