Eric and all former DNSO GA members or other interested
stakeholders/users,

 It seems as though you misread or misinterpreted my comments/remarks.
I am certainly NOT suggesting that ICANN become "cyber police" of
any sort.  To suggest that my comments/remarks suggest such is
unreasonable, unfounded, and contrary.  Rather ICANN as I did
suggest, isn't doing it's part to address spam as recent news articles
clearly and in some detail accurately point out.  However as a
government contracted agent, which you have many times pointed
out, does have a special responsibility to those in which it serves
as such a government "Agent".  One of which should be to step
up to the plate and "Take a bite out of crime".  After all ICANN
is legally and to a very great degree specifically suited to addressing
spam directly, rather than sitting on it's hands...  As such ICANN is
doing the public/stakeholders/users a great disservice by being
lack luster in it's efforts to reduce and/or squelch spam...
