There are laws in most states that already do this. Probably not redundant. If you hide your identity in commission of a misdemeanor it gets enhanced to a felony. It works.
Except back in a day it was applied to "streakers", some judges threw it out because ski masks did not hide the identity of the nude runners. The eyewitness lineups got funny on the identification issues.
So now if a guy does something wrong on the internet and hides who he is the wrong will be enhanced. I cannot imagine it being applied to a websurfer who wants to check insurance rates but does not want a flood of phone solicitations. However watch out if you create a '72 memo about a national gaurdsmans service and use a false identity to pass it off as real.

I wonder how this is going to be enforced outside the US??
Will recent bilateral trade agreements be the vehicle for enforcement?
