There is a theory and it kind of has proved true in some places like Japan and Germany and in a twisted sense in the concept of the "Mouse that Roared". If you got something that is crumbled, not working or defeated. You come in and set up an interim government and then let the individuals rebuild or build within there own parameters (acceptable to the International community of course) and then you get the hell out of there.
On Icannwatch over the past little time there seems to suggest that a void is being filled in the Arena of Internet Governance.
Is ICANN just an interim group established to stabilize during the time of reconstruction and/or construction?
