So here is a perfect example of using a step by step approach to create facts out of desires.
The interest group forms, they hire a company to "research", the conclusion is foregone and actually the research is a bald face attempt to gather statistics that can be slanted to create a factual basis for the desire of the interest group.
The whole matter is a big circle, that includes press releases and campaigning for support and the raising of funds based upon the research which was only conducted to support the interest of the group.
Notice that this article does not mention the dotCOM bubble that burst or the fact that effecient use of Hi-Tech systems ultimate goal and conclusion is the elimination of jobs and replacement by Hi-Tech mechanisms and programs.
ICANN could hire me to produce a study that concludes that 99% of all people are not dissatisfied with ICANN. Of course I would leave out the fact that 99% of all people do not know what ICANN is.

"Researchers Snigdha Srivastava and Nik Theodore compiled the numbers using the Current Employment Statistics survey and the Current Population Survey.

The report, funded by the Ford Foundation, was conducted for the Washington Alliance of Technology Workers, a Seattle organization that wants to unionize workers at Microsoft Corp. and other technology companies."
