It has been a long time since I read the cooperative agreement, but I do 
remember it having terms that gave both NSI and the DoC the right to 
terminate the agreeemnt on some period of notice.

The agreement also, if I remember right, obligated NSI to turn over copies 
(not the originals) of all materials (which I would assume also includes 
procedures) needed to transfer the job to a sucessor.

I'm not sure how all that changed after ICANN, at the behest of it's 
"outside counsel" gifted .com to Verisign in perpetuity.
