Once again, it is a matter of ICANN's agreements, and the ability to enforce
the terms of those agreements.

The real criticism should perhaps be reserved for ICANN, for doing deals
with people like Verisign, in such poorly-constructed terms (deliberately or
by incompetence) that Verisign is able to "do as it pleases" without
sanction or control.

The same applied to the .info fiasco, where it was hopelessly loose and weak
Agreements that resulted in the flouting not only of the process but of the
Agreements themselves, without sanction or comeback.

Incompetence or Collaboration. Which one do you choose?
