[dow3tf] Summary of TF3 Public Comments

Hi all - Here's the summary of comments. In future comment periods, I 
hope ICANN considers requiring a standard subject line to filter out 
spam or another method better than the current one.  I'm still 
concerned that some comments might have slipped through the cracks - 
hope not.  I hope everyone on the TF reads them.  They're all very 
interesting.  Speak to you all tomorrow morning - Frannie
