The Descriptions of Work for the Whois Task Forces 1 and 2 sought to make
clear distinctions in the deliverables of each. TF1 was charged with
proposing means of restricting access to Whois for marketing purposes, and
TF2 was charged with making recommendations regarding data collected and
displayed in Whois. As a practical matter, both task forces have found
themselves dealing with similar concerns and making recommendations that
occasionally conflict.

In particular, two issue stand out that would benefit from discussions
across both Task Forces to bring a more coherent recommendation to the GNSO
Council: 1)Both Task Forces discuss how to reconcile National laws
regarding privacy with the Registrar Accreditation Agreement provisions
regarding Whois; 2) Both Task Forces make different but similar
recommendations regarding a process for pre-approved access to Whois
information should anonymous, public access be withdrawn.

The discussions on these issues are elaborated in both reports, with
different emphasis given to the various elements of the issues. Bringing
them into closer alignment, or providing a better framework for the overall
discussion might clarify a direction for the Council to take in proposing
policy changes.
