[dow2tf] Findings/Publication of Data 2.5

Attached is a file with a current draft of section 2.5, findings re: 
publication of data.  Per the request of Jordyn, Steve and I met by phone to try to 
work out the differences between his edits to my version (and save you some time 
:-)).   

I include the redlined text below.  Jordyn, if you want the "accepted" 
version, please let me know.
