Dear Councilors,

Please find attached a letter that was just sent to Steve Crocker and Goran 
Marby from the Director-General of the Red Cross.

You may wish to note that the GAC has scheduled a 30-minute discussion on IGO 
and Red Cross protections for 12 noon (local time) on Friday 4 November.

To the extent also that the Council may wish to propose either or both these 
topics for discussion at your respective joint meetings with the Board and the 
GAC, that one basic process question in relation to the Red Cross is whether or 
not to “decouple” the resolution of both topics. On that point, the GNSO 
Council’s 31 May letter to the Board had requested that both topics be 
addressed in tandem. This process question is different from the substantive 
question as to whether or not the names of the Red Cross’ National Societies, 
and those of the International Red Cross movement, should be reserved or 
otherwise permanently protected (per GAC advice) rather than subject to 
time-specific Claims Notice protection (per the GNSO’s previous policy 
recommendations).
