Dear Councillors,

I am sending the following message at the request of Bret, one of the co-chairs 
of the New gTLD Subsequent Procedures Discussion Group. Apologies for the late 
delivery.

We thought it would helpful to provide a short briefing ahead of the discussion 
tomorrow regarding Item 9: UPDATE - Progress of New gTLD Subsequent Rounds 
Discussion Group on the GNSO Council meeting agenda.

Deliverables
While still finalizing the drafts, the Discussion Group (DG) has agreed upon a 
package of deliverables to be sent to the GNSO Council for review. The current 
drafts of the documents are available on the Wiki here 
(https://community.icann.org/display/DGNGSR/DRAFT+Deliverables)

  *   Executive Summary - This document provides a narrative describing the 
work undertaken by the DG and the products developed. Two appendices will be 
attached:
     *   Identified Issue Matrix - The DG spent a considerable amount of time 
discussing and reflecting upon the experiences from the 2012 round of New 
gTLDs. The DG identified a set of issues, which were then mapped against the 
Principles, Recommendations, and Implementation Guidance provided in the 2007 
Final Report on the Introduction of New gTLDs. The intention in doing so is to 
provide guidance on the best course of action in addressing the issue (e.g., 
amend/adjust/supplement existing recommendation, create new recommendation, 
etc.)
     *   Draft Charter - The DG developed a draft charter that helps provides 
the minimum expected scope for a future possible PDP WG. In addition to 
providing scope, the topics are categorized into a set of 5 suggested logical 
groupings.

Once the DG reaches agreement on final drafts of the deliverables (which is 
anticipated to be the first week of June), they will be distributed to all of 
you for your review.

What the DG Hopes to Achieve
The expectation of the DG is that by providing the deliverables described 
above, that the GNSO Council will have the information needed to request that 
staff deliver an Issue Report on New gTLD Subsequent Procedures. However, the 
DG welcomes feedback and the opportunity to address any concerns raised during 
the Council call or in the near future through other avenues. In terms of 
timing, the DG hopes that the GNSO Council is able to vote on a motion to 
request an Issue Report in Buenos Aires. If and when an Issue Report is 
requested, it is anticipated that the deliverables of the DG will serve as a 
basis for the additional analysis and drafting to be completed by staff.
