[council] Agenda Item "Decision on absentee voting"

Hi

While we should have a discussion on this today in the meeting, I am  
not sure that we are ready for a decision on it.  As far as I can tell  
we still need to:

- reach agreement on any wording changes to the absentee voting  
proposal.
- get feedback from legal counsel on the proposal

We also do not have any motions pending on this for today's meeting.
